Dubai Government AI: Strategy, Policy, and Capability

Dubai Government AI is shaping the global standard for sovereign agentic systems. Dr. Rami Shaheen — leader of the Dubai Quality Group AI Subgroup — outlines the strategy and operating model.

The Dubai Government AI Agenda

Dubai is doing what most governments only talk about: it is operationalizing AI as state infrastructure. The Dubai Government AI program is not a press release — it is a coordinated, accelerating effort that touches policy, procurement, talent development, and public-service delivery. As leader of the AI Subgroup of the Dubai Quality Group, I sit at the center of much of this work.

What makes Dubai unusual is the velocity. Decisions that take three years in other capitals take three weeks here. The global playbook for sovereign Agentic AI will be written, in large part, in Dubai.

Three Pillars of Dubai Government AI Strategy

1. Awareness

Equipping public-sector leaders with a shared, technically accurate vocabulary so AI conversations stop being theatrical and start being consequential.

2. Policy Direction

Translating principles like sovereignty, accountability, transparency, and human oversight into concrete procurement standards and audit frameworks.

3. Capability Development

Building the practical skills — Agent AI engineering, Agentic AI governance, evaluation methodology, red-teaming — that civil servants and enterprise teams need.

Why Sovereign AI Matters for Dubai

Dubai's position as a global hub demands AI infrastructure that is sovereign, accountable, and Arabic-fluent. This is why I built ArabClaw — an Arabic Autonomous Agentic System — alongside the open agentic platform OpenClaw. Sovereign agentic stacks that are Arabic-native, locally hosted, and audit-ready will become non-negotiable for GCC governments within 24 months.

Smart City Systems and I-Transformation

Dubai's smart-city ambition and its AI agenda are the same project. The work I do under I-Transformation & Smart City Systems connects urban data infrastructure, public-service AI, citizen experience, and policy compliance into a single, governable architecture.

Common Dubai Government AI Engagements

The HC1 Disruption Analysis Method

I developed the HC1 Disruption Analysis framework — a structured method to assess any proposed AI initiative against six dimensions: strategic value, operational fit, sovereignty posture, governance readiness, talent dependency, and disruption velocity.
